Singapore SaaS startups face the PDPA by law, plus CSA Cyber Essentials/Cyber Trust, ISO 27001, SOC 2 and MAS-driven vendor diligence depending on who they sell to. LowerPlane maps your evidence against every one so you ship once and satisfy all.
LowerPlane serves startups in the United States, Singapore, India and worldwide.
Three fault lines where Singapore SaaS teams lose weeks.
Local law, local certification, and US buyer-driven attestation collide on the same evidence set — but each has its own forms, auditors and vocabularies.
SOC 2 can only be issued by AICPA-licensed CPAs. Running a US audit from Singapore means late-night calls, FX swings, and GST clarifications on invoices.
The MAS 2026 TPRM consultation, the EnterpriseSG grant consolidation, and CSA scheme refreshes mean yesterday's playbook is already out of date.
One evidence set wired to every scheme a Singapore buyer, bank, auditor or regulator asks about.
Policy pack, consent register, 3-day PDPC breach runbook, DPO contact publishing, cross-border transfer register — the full Data Protection Obligation set out of the box.
Invoice in SGD so you avoid annual FX swings. Weekly reviews land at a civilised Singapore hour, not 11pm. CPA shortlist with Asia-Pacific engagement teams.
SOC 2 Trust Services evidence auto-tags against PDPA Obligations, ISO 27001 Annex A, and Cyber Trust tiers. Build once, ship once, satisfy auditors across all three.

Get the checklistNo — SOC 2 is voluntary everywhere, including Singapore. Startups pursue it because US and global enterprise buyers specifically ask for an AICPA-licensed CPA attestation in procurement.
Cyber Trust is a Singapore CSA certification, risk-based, valid for three years with annual audits, recognised mainly by local buyers. ISO 27001 is an international ISMS certification issued by SAC-accredited certification bodies and favoured by buyers across Asia and Europe. Many Singapore SaaS teams run both because the controls overlap heavily.
Yes. The PDPA is extraterritorial — foreign vendors that collect, use or disclose the personal data of individuals in Singapore fall under it, regardless of where the vendor is incorporated.
Yes. The EDGE Grant (from EnterpriseSG, replacing PSG/EDG from 30 Sep 2026) covers up to 70% for SMEs capped at S$100,000 per year. CSA separately co-funds the first Cyber Essentials or Cyber Trust certification for eligible Singapore SMEs/NPOs, and co-funds CISO-as-a-Service engagements up to 70%.
PDPA always comes first because it is the law. After that, pick the certification your largest-value buyer actually asks for. US enterprise pipeline → SOC 2. SG enterprise or regulated local buyers → Cyber Trust (or Cyber Essentials as a stepping stone). EU/APAC enterprise or multinational procurement → ISO 27001.
Mostly, yes. SOC 2 Security TSC and ISO 27001 Annex A overlap ~80%, and roughly 70% of that evidence also satisfies the PDPA Protection Obligation. The non-overlapping work is scheme-specific documentation: Statement of Applicability (ISO), Trust Services scoping (SOC 2), consent register and DPO contact (PDPA).
30 days is realistic for a 10–50 person SaaS that already runs on modern cloud infrastructure with MFA, encryption and logging in place. Starting from zero on those basics, add 2–4 weeks of remediation before the audit window.
The PDPA does not require data to be stored in Singapore, but the Transfer Limitation Obligation requires comparable protection for cross-border transfers (via Standard Contractual Clauses, Binding Corporate Rules, or an approved certification). MAS-regulated financial institutions sometimes contract SG or APAC data residency into vendor terms.
